The story takes place in a small port town in China sometime in the 1840s.
Chou-Saishi is returning to his hometown after having successfully completed the Kakyo, the examination required to become a public official. Born a genius to parents who could not afford to provide their son with an expensive education, Chou-Saishi received his education with the help of Ryu, a wealthy man who ran the Koujunki trading company. Ryu had felt that Chou had shown great promise as a youth, and the faith he had put in the boy was not undeserved; Chou had received the highest score on the difficult final examination against rough odds: for every student who passed the exam, two thousand failed. Twenty years have passed since Chou began his education, and Ryu, having died years earlier in prison, missed the triumphant homecoming.
Ching-Chousei, an old friend of Chou's and a rich opium trader in town, holds a banquet to celebrate Chou's success. Ching's sister, Shukou, is very attracted to Chou. Chou, secretly in love with Ryu's daughter, cannot return her feelings. Chou has not seen his love, Higyoku, in years, since her father's death. Ryu had been cheated out of Koujunki by fellow traders and was able to leave his daughter very little when he died. Higyoku has been running a small shop, also named Koujunki although it is not part of the company, with the help of Robertson, a British trader who is in love with her.
After the banquet, Chou goes in search of Higyoku. He finds her in her small shop and ends their years of separation. Their love has remained strong, and, after several months, they are married.
Meanwhile, another of Chou's old friends, a revolutionary called Hiko, or "The Flying Tiger", has arrived in the port town while wandering from town to town leading a group of poor. Once home, Hiko, formerly Hang-Chousei, begins searching for Zuiran, the woman he loves. Hiko discovers that Zuiran has been taken into an opium den and rescues her from her sad life.
Chou-Saishi is appointed secretary to Rin-Sokujo, a great and powerful minister. Rin-Sokujo, under the orders of the Emperor, prepares to confiscate all opium owned by English traders. Realizing that this policy will bring about a struggle between China and Britain, Rin-Sokujo orders Chou to organize a volunteer army composed of the people in his district. Chou enlists the cooperation of Hiko and Ryudou, a clerk at Koujunki.
The English Secretary of Trade requests the aid of an expeditionary force from his home government. In spite of Chou's efforts to avoid battle, the fighting begins. The volunteer army, led by Chou, fights with spirit. Chou is killed in battle after letting his army take refuge in fortress. His last wish is for peace in his hometown.
